Ugh. I hate seeing an A4 being relegated to something like this. I don't think us in America/Canada understand the how magnificent this engine are. Both the Ike and Dominion of Canada deserve to be restored to steam and on the rails, where they belong. Not sitting in a museum wasting away as some Halloween prop.

I see no harm in these temporary and easily removable decorations. 99% of all preserved equipment would be "wasting away" by your standards and unfortunately it's just not possible to have everything in running condition. It has been beautifully restored, is in a prominent and climate controlled location and that's good enough for me.

I was being a tad dramatic with the explanations. The only reason that either A4 in North America is in prime condition is that they were shipped to GB for the great gathering, where they were both restored by England. Eisenhower was kept in pretty crummy condition in WI.
