With all the boarded up windows it's hard to tell if the tower is active, abandoned or if the railroad is just plain tired of replacing glass due to the vandalism rampant in such areas of big cities. Respect for property not belonging to oneself has been generations lost.

I doubt there was much vandalism up there. It was/is very difficult to get to. I wonder how the photographer got up there.
