I never tire of the SOO paint schemes. And I would have loved to have ridden The Laker. Interesting scene off to the left too. I can't tell if those bridge sections are actually in the lifted position or if they're being moved into place as part of a new span, or removed/replaced. Guessing it's one of the latter scenarios.

I'm not an expert on the Duluth waterfront, but that bridge work appears to be part of the apparatus for unloading coal from lake boats. It's definitely a coal facility, and there were a few of them scattered around the harbor historically, and this photo is old enough that it would have still been in use.

The Brown colored Elevator to the right of the bridge crane was Capitol Elevator No. 4, once part of the Duluth Imperial Flour Co. On January 21, 1978 Capitol 4 caught fire and burned for three days before being contained. That fire also heavily damaged the lake boat Harry L. Allen that was moored next to the elevator for the winter. It was loaded with Winter Fuel Oil. That could have been a complete catastrophe.
