PCA for me. In the right background is a pole with two pulleys at the top. What is this?

If I'm not mistaken, I believe its just another form of signal from a bygone era. Someone more learned in railroad history can probably fill in the details.

That is a ball signal. I have been to North Conway many times. What a great picture.
