It looks like the tail end of a train to me. The three locos pictured are pushers.

guymonmd: After several switching moves here in the yard and on the passing sidings the westbound train left town with 955 in the lead. The placement of the caboose in the photo is deceiving as it does make the train appear to have "pushers". Many unusual moves occurred here on the railroad during this era.
