The Customs procedure here is grossly inefficient, reminiscent of some Cold War era crossing. Nobody seems interested in improving things.

I agree with you. Customs is even worse on the US side, taking a full two hours. It's also what caused Amtrak's International (Toronto-Chicago) to go under just ten years ago. They make you get off the train and form two lines that often take a half hour to get through because of only two or three customs agents, not much different than an airport. It's too bad it would be a pipe dream to achieve European standards though.
