I would assume that the metal had deteriorated over time and has since been rusted over from the elements.

I wonder if anyone's made an artificial reef out of a train car. They do that often enough with old boats.

CSX has built several reefs around Florida and Alabama using old boxcars and I believe old concrete ties work great for that purpose. Search for "CSX reefs" and the locations are published for the purpose of sport fishing.

Erik Anderson - New York City has many artificial reefs in the Hudson River from submerged old and wrecked Subway Trains and Elevated Trains. When a subway train has outlived it's usefulness and once the electrical, insulation and all the hazardous materials have been salvaged and removed - the old trains are loaded onto a barge and taken to a remote part of the Hudson River near the Atlantic Ocean and dumped into the water to then become a man-make reef. The T.V. show CSI: New York even did a story line involving the characters of the show to dive into the river and into the sunken cars as they were trying to solve a murder case.
