I've noticed a couple of photos with engines that seem to have a very narrow gauge. Here you can see three rails. Do they run narrow and wider gauge on the same lines in Brazil? Seems like it.

Yes, they do. Both ALL and VLi runs dual gauge trains, using a special car called "madrinha". This car allow 1,60m gauge locomotives be coupled at 1,00m cars.
