I recall the first time I saw her & the IRM back in the early '80's ... from 500 feet above in a private airplane... I was amazed that such an amazing item still existed intact... and I still am to this day.

Do you know what the determining factor was on an E9 receiving skirting on its trucks and was it an early version or a later version?

Skirts on the trucks were seen only on early versions of the E Unit. I'm sure that the purchasing railroad would have specified them if desired.
