I thought so too, especially the the left hand bogie in the picture. A visit a couple of years ago to a N.S. workshop and I was very surprised at the vast amount of difference allowed between axles on the same bogie. NOT between wheels on the same axle. One of my customers over here refurbished wheel sets, and the tolerance was minute compared to what the N.S. allowed
