I can't for the life of me figure out what the "Do Not Enter" sign is for...

This is shot from the median of the highway, the two lanes between me and the train are for westbound traffic (same direction the train is traveling) eastbound lanes are behind me here. Wouldn't want to go east on the westbound lanes!
