Did he get the orders really? It seems, that the conductors fist is closed, but the orders are still in the operators fork.
Nevertheless, a fine example of previous work on railways

The order hoop has string in shape of triangle. To pick up orders you ran your arm through the center of triangle. Once arm and sting (with orders) were inside the window you extracted the orders from the string and hopefully read them. The string was added to the 96 other pieces already in your grip which were saved just in case some member of the crew needed some.
