This appears to be a Side Arm Pusher locomotive. They were built by various industrial, mining locomotive builders such as Atlas, GE and BLW/Westinghouse. Domestically, PRR, C&O, LV etc all had diesel powered versions. Many were owned by steel mills. They usually ran on an adjacent, often narrow gauge, track and pushed cuts of cars through car dumpers, loaders/unloaders etc..
