If one looks closely, it appears that CSX is painting out graffiti using primarily blue, but also grey paint. CSX policy is to patch tagged units and other high profile equipment ASAP, rather than let them look neglected and vulnerable to further vandalism.

Like commented above it's bad enough that cars are tagged, if they see a engine tagged then they all get the idea. Mike
