Nope, the wheels aren't missing. Actually the rails are sunk several inches below ground level into what could best be described as oil infused muck. Check out the track next over from the unit. There are trenches where the rails should be. Things were a lot different in 1979. Sand soaked up oil. More oil? Add more sand.
