So can I assume from the kicked-up dust and fouled ballast, that this is "dust-bowl" territory?

Yes, Doug, this was dust bowl territory, although long after the terrible dust storms of the 1930s. Dust storms were still common in eastern New Mexico and West Texas during the 1960s and 1970s (and maybe they still are). I remember them well. And, yes, I am sure the ballast was sufficiently fouled by blowing sands.
