Perhaps it is a message from the secret world government. Promulgated by certain senior members of the Barstow Power Pool seeking to alert the other select few along the system of some important sign that has occurred or the beginning of the long prophesied mechanical insurrection.

The message is to point out how the paint behind the 9 doesnt match the paint on the rest of the unit, albeit dirty, the oranges dont match

I don't think so, Nathan Hering, That is just the dust wiped off all around the 9, for it is the same tone as the arrow and "Good job". Also, notice hat a little bit of the black on the 5 is also darker, completing the circle. Well well, we may never know what these people meant, but do we really need to?
