A powerful angle of view and a perfect exposure, combined with timing that almost completely hides that third car, and thus any hint there is a P42 back there somewhere, makes this look like there's a still-active F40PH working for Amtrak in 2013! Great image Erik!

Actually, Amtrak 406 is an operational F40PH, not a NPCU. NPCUs don't have head end power.
