Can anyone tell me, was it common practise for the headlights to be on, on trailing units in a consist?

No, that was not a common practice. I would assume that someone goofed when they were setting up this power.

In parts of Wyoming and Nebraska they could if I recall.

I thought they were limited to 79 mph
