First of all, "What is a shove platform", please? Secondly, if the train is coming towards the photographer, I hope the cable lying across the track is not important.

A shoving platform if for the conductor/brakeman to ride on long, reverse switching moves. And about the wire, it seems to be just a trick on the eyes. I'm sure its just going to another pole that's just to the right of the photographer.

You beat me to it...and yes, the wire is connected to another pole the is parallel to the tracks. It is not hanging in front of the locomotive which is moving forward in this photo. As a bit of trivia, Conrail crews tend to refer to shove platforms by their shortened nickname: SPLAT.
