Probably a two-man job, one man on each side. Your timeing had to be right as you approached obstacles, lifting the wing and dropping it to continue the balast trim. These units helped restore the balast to its original place which shifts from the many trains. The balast has a tendancy to settle and sometimes contributes to curves becoming mis-aligned.
