There is only one radio, but 2 headsets so the conductor doesn't have to reach over the brakeman's seat to grab one.

There is only one radio on the Engineer's side. There is another control head in BCOL units above the conductors desk that controls that one radio. Most all engines have 2 hand sets which is what I believe the other comment was referring too. BCOL engines allow the conductor access to changing the radio channel.
