Not so much the least successful design (that honour probably goes to the North British Class 16 diesel electric Type 1's...), just that all their intended work became extinct before the class build was complete, the design was very suitable and proved its self once sold into industrial use. Oh and, as designed, this class was never intended to work passenger trains as it doesn't have train heating equipment.
