Love this scene....trying to figure out what "beer off premises" on the sign means?

Some counties are "Dry Counties" where an establishment's liquor license will only allow them to serve beer to patrions, on the premesis. This particular business, has a liquor license that allows them to sell beer, for consumption at the buyers convienience.

Here is the actual law: Virginia Statutes ยง 4.1-209. Wine and beer licenses. Retail off-premises wine and beer licenses, which shall authorize the licensee to sell wine and beer in closed containers for off-premises consumption.
