Yep, a regulator with a "winter package" installed (snow plows; and the auger and chute that attaches to the broom.) Sometime in the spring, it'll be retrofit for plowing ballast. Standard piece of equipment on any railroad that has to deal with snow.

It is indeed a Knox-Kershaw KBR 925 Ballast Regulator equipped similarly to a KSF 940 Snow Fighter, which itself is based on a 925 but with a slightly larger cab and other extra goodies to help fight off the cold, white stuff.

CN 625-87 is a Knox Kershaw Inc. model KBR925 ballast regulator equipped with winter snow clearing attachments (upper plow curls on the front plow, extendable side snow wings, and, an auger/blower assembly). The machine is serial number 925-074-09, and was built new in 2009.
