I know that at least for the SOO, who I used to work for, 1986 was the year that they went to the "Short" 3 man crew. By this point in time the Firemen should have been gone from the road trains & limited to being yard hostlers. Depending on what kind of work that there would be, they would still sometimes call a 4 man crew which would consist of the Engineer, Head & Rear Brakeman, & the Conductor, which this looks like a possibably.

I only saw a few crew changes at Clinton, but I think they were all four off/four on.
