It's a Slug. It is full of cement for ballast. The 1361 is specially equipped to supply power to it for it's traction motors. The fan on top is for Dynamic Braking.

Yeah, and they sounded great when coupled with a another set, back to back. You got a little of thatof that electric locomotive sound when the accelerated.
