I actually think that's a GP38, not a GP39-2. Looks like the paper air filter box just behind the blower bin behind the cab, a sure fire GP38 spotting feature. I also don't think any GP39-2s were ever painted in the "billboard" scheme; by the time they were purchased, the blue and yellow "Warbonnet" scheme was already being used.
