Looks like United Refinery traffic for Warren via the B&P. Did they wrestle that away from conglomerate GWI? In the distance along the base of the hillside, is the abandoned Bear Lake line which runs through the distant cut in the hillside trees at the right. The Bear Lake line was the shorter, hilly former westbound EL mainline between Niobe NY and Columbus PA.

If the above tank cars are destined for the United Refinery located in Warren, Pa. then these tanks are empties. I have worked a refit at that refinery and know that the crude oil entering the plant arrives via pipeline from Canada. The United Refinery does produce fuel products that are shipped out by rail and highway. Warren, Pa. is served by the B & P.
