Why this train has helper(banker) locomotive?

Each locomotive is only rated at 2,250 horsepower, so it needs both engines to deliver the power to weight ratio to the reach top speed of 125mph with 8 coaches. Having a driving cab at each end also enables it to turn round in less than 10 minutes without having to be released from a terminus station. These trains were also revolutionary in that their continuous air braking is applied from both power cars simultaneously, rather than from a locomotive at the front applying back down the train, enabling them to brake from 125mph in the same distance as a conventional train did from 100mph. This enabled them to operate at higher speeds without expensive resignalling.

thanks a lot. But I see every passenger train in UK double headed for last one or two years. Looks like one or two years ago new government order were introduced.
