What's a "break test"?
Is this a new US measure of how crews take their rest periods?
I know that Health & Safety is the big bad man nowadays but I shudder to think that we may all have to do this in the future!
BTW, I am a Health & Safety manager and I cringe at what blame is allocated to this subject.

The brakes being tested are those on the train, not in any way relating to the train crew or their work breaks,
