What are the rails for that are on the top of the lead engine? Is that so people can walk on the top of the engine?

They are radio antennas for the train radio so they could speak with the dispatcher.

Chris, those are actually antennas on top of the 2514. They are part of the PRR's trainphone system, which was one of the first forms of radio-type communication used by railroads. The system was first used in 1936 and perfected in 1943. The system was starting to be phased out in the early 60's, so this is a cool late era shot of a unique system.

Great shot. I love the pole line, the old car and the antennas on the U25B. I only got to see one with them on it. Pure PRR photo for sure.
