What is the structure with water? Is this a drainage system, or an flooding situation somewhere?

I think it is just part of the City's surface drainage system. Guessing it was likely once a free-flowing stream, but as the city and the shops developed and expanded, the stream was channelized and turned into this eyesore. All conjecture on my part...
