Actually the tunnel was still double tracked during all of Conrail's tenure, until right after the split of Conrail between NS and CSX. CR was taking the cheap option, routing double stacks via the Trenton line (which went around this tunnel via Port Reading Jct. and the Lehigh line east of there). Using the Trenton line for stack clearance wouldn't work after the "split," with CSX getting the Trenton line and NS getting the Lehigh line, and with both needing the clearances for stacks.
