That's the Oregon Trunk which joins the UP at Celilo before crossing the Columbia River to join the BNSF west of Wishram.

The upper track is a BNSF line that crosses the river just around the bend from Washington. Funny, of all the times I've driven past there and I have see a picture to finally see a train in that spot.
