I have seen similar machines in Refineries, that were referred to as "Process Heaters". When contractors are doing refit work the parts being repaired are out of service, so I have not been exposed to the noise of a Heater in service. My best guess is that this is a set of Heaters, with one in use and one kept as a backup in case the primary one develops a problem. It is also a reasonable guess that the Round Tower contains a series of heated tubes to keep the tower's contents dry. Please note the discharge pipe located on the left side of the tower, that is at a height to load trucks with the dried material. There is a lot of spilled material below the the pipe which is probably what is being dried. I hope this explanation helps.
