That is a very rare valve gear. I think it is Southern or maybe Young? Thanks for posting.

Southern Valve Gear is not all that rare, but the big thing that says this is not an ex-Southern loco is the Belpaire firebox. It's also unrelated to any class of 2-8-0 that I've ever seen on the Southern.
