Judging from the line side telegraph poles,I would say that the location is somewhere on the Ogden Subdivision.Union Pacific's Original Provo Subdivision over Mount didn't have those line side telegraph poles between Provo and Salt Lake City at that time.

Just to add confusion to the pot: this appears to be the Wyoming Divison either around Peterson or Morgan, UT. Note the left-hand running and consist typical of an SP connection from Ogden. Perhaps James Belmont, so familiar with the area, could more precisely identify.

Without a doubt, Peterson, Utah along the Evanston Sub. The UP 3229 is eastbound sandwiched between the Weber River and Interstate 84. Here's a contemporary view captured from an overpass found just behind the photographer: http://www.railpictures.net/viewphoto.php?id=357096&nseq=6
