Exact location should be WA-5 / Waverly / Hunter Tower along the NEC I believe. Right under the Mc Carter Highway / NJ 21 (to the east of your photo's location) is where the connecting track to the Lehigh Valley branches off the NEC. Hunter tower was by the LV connection. WA-5 / Waverly was where the freights got on/off the NEC to access PRR's Waverly Yard and LV's Oak Island Yard. Used to spend time at Hunter watching the action there in the early 1980's...
