There might be a few comments in the queue that say this already, but that is indeed near Westminster. The signal in the background is still standing, and can be seen in RP photo #332290.

East leg of the wye at Westminster approaching the location of Buckley. Buckley is where the east wye joins into the ex-CNW mainline to Altoona, Adams, and points east. The train is most likely the Eau Claire job heading east. Transfers were not normally run to the CNW at East St. Paul. Also, the Company sand car would be an unlikely item to have in a between-RR's transfer move.

Thanks to everyone for all the help in getting the type of train and location correct. I have some more stuff from that trip I'll be posting. I'm sure I'll be needing more help with locations.
