Interestingly, once the CN took over the ICRR, our older 9600-series GP38-2 locomotives are receiving horn mounts similar to the one on this SDP45. Fine photograph. Thanks for sharing.

I don't think that these ever pulled passengers, as they were bought for their power and large fuel tanks.
