This is a Russell plow (Russell was the primary manufacturer of this type of plow). The wings on the side are operated by air cylinders and swing out to clear a wider path than the plow itself. The carbody is also pneumatically operated, so that the front of the plow can be raised to clear grade crossings and switches.

It is hard to tell from this angle, but this looks like a "single track" where the front plow is symetrical about the the centerline of the plow so the plow would throw snow on both sides of the plow. On "double track" or multiple track plows the front plow was offset and only threw snow to one side. That way you weren't chasing half the snow you plowed on each pass.
