If I were to venture a guess, I would say that this is the prototype that got EMD the Tier 2 emissions rating.

This was a CEECO (Tacoma, WA) rebuild. Left Tacoma late March 2009. It was referred to as a SD60MAC, and interestingly it left without a hood over the engine, with the engine shrink wrapped.

Definitely an engine testbed. The car body was modified to facilitate any EMD prime mover. This allows EMD to drop in an engine and test it (with cooling systems, etc). As such, then center part of the car body is no longer needed.
