THEY ARE NARROW GAUGE! Ex US std gauge locos mounted on new metre gauge bogies. There has gone lots and lots of used US locos to Brazil to be used on the two Brazilian gauges 1000/1600 mm. Std gauge is nearly non existant in Brazil.

The units show at the photo are in broad-gauge (1,60m). ALL still have some C30's in metric gauge, but these are been converted to broad-gauge, since they will operate at north complex.
