In New York Central System Diesel Locomotives page 126 (TLC 1995 edition) says the 5774 became NYC/PC 5912 in the Penn Central renumbering in 1966.
The shot appears to have been taken along Buffalo Ave near downtown Niagara Falls NY. This appears to be a regular train on a Sunday, when the mail traffic would be absent from this train. The coach yard moves would have been made around the Suspension Bridge station. I could not discern the name of the coal and fuel dealer. The bus stop sign would not have been along North Avenue south of the Suspension Bridge station, so I believe this shot was taken along Buffalo Ave.
