That looks like a drive-shaft housing extending forward from the rear trucks?? Anyone familiar with this type of locomotive able to comment?

Great photo showing the unusual details that one normally doesn't see underneath! And as somebody asked, these are diesel hydraulic units and what you see is indeed the drive shafts, part of the reason the shot is great as you don't see these views and parts too often. The transmission is located in the lower center of the body, where a fuel tank would be on an American style diesel electric locomotive.
