Here we see how bad things got right after Penn Central left railroading. Two FL9s were needed since they publicly claimed they would not have to turn them. The truth was the FL9s couldn't be trusted in straight electric mode, thus we see a good diesel and a "good" electric. Things would improve after 1980, when several million dollars became available for repairs to the FL9s.
