Notice the raised pantograph on the ALP44 at the rear, as the electric is pushing the train. Thus, it would have left Atlantic City with the electric leading, being pushed by the diesel. Because of the setup at Frankford Junction, in Philadelphia, the crew would have changed ends, and the diesel would then be leading. But a diesel cannot be used in the Hudson River Tunnels into New York, so the P40 control the electric, just like a push-pull cab car would.
