Notice where the handbrake is situated. They've all been relocated lower now.

Actually, not all those cars had their ladders and brake wheels lowered, I see several boxcars and reefers still in service that had their roofwalks removed with their high ladders and brakewheels left intact. They were supposed to lower all of them, but that didn't happen.
