What was the reason for the drainage? A recent derailment? Or were these cars left over from a previous wreck/derailment?

Norfolk Southern had an incident like this in 2006 where they had a derailment of some sodium hydroxide into a creek in Penn. That's what I'm guessing happened here with some other railroad company. It's a creepy looking scene none the less.
